What an electrical design project is and when you need one
An electrical design project is the electrical and low-current installation part of a building's construction project. It describes how the power supply, distribution boards, cabling, lighting and low-voltage systems are solved within the building. Under the Estonian Electrical Safety Act, design is the first and mandatory stage of building or rebuilding an electrical installation: any work that alters the electrical system must start with a project. In both substance and form, the electrical design project follows the standard EVS 932:2017 “Construction project”.
An electrical design project is needed when a building permit or occupancy permit is sought for a building: for new construction, reconstruction and the substantial rebuilding of technical systems. The construction project submitted with a building permit application must also include the electrical installations part, and one of the preconditions for applying for an occupancy permit is an electrical installation audit together with compliant project documentation. Without a proper electrical design project, it is not possible to build the installation lawfully or to put the building into use.
The project is prepared by a designer holding a certificate of competence, and the company must be entered in the Register of Economic Activities (MTR). Certificates of competence are divided into classes (e.g. Class A and Class B) depending on the technical parameters of the electrical installations one is permitted to work with; low-voltage building installations require the corresponding class. This ensures that the project complies with the laws, standards and safety requirements.
Stages and components of an electrical design project
Basic project
At the basic-project stage, the main solutions for the building's electrical system are developed in enough detail that the parts of the building are mutually coordinated and the construction works can be properly tendered. The basic project is usually the stage on which the building permit is applied for and the procurement is organised.
Working project
The working project refines the basic-project solutions to a level of detail precise enough to actually build the installation from them. Specific products and materials are defined, and detailed drawings and diagrams are prepared, so the contractor can carry out the work without having to devise the solutions themselves.
Single-line diagrams
A single-line diagram shows the logic of the electrical system: the layout of the connection point, the main board and sub-distributions, the fuses, residual-current devices and the division into groups. It is the document used to understand the structure of the building's power supply as a whole.
Distribution board schemes
For each distribution board we prepare an assembly diagram and the circuit layout: protective gear, group names, cross-sections and loads. A correct board scheme is the basis both for assembling the board and for the later electrical audit and maintenance.
Cabling plans
The layout drawings show the routing of the cable runs, the locations of sockets, switches, luminaires and equipment, as well as the cable types and cross-sections. The plans tie the single-line diagram to the actual floor plan of the building and give the contractor precise installation instructions.
